As the drives age I am sure you also get some bearing wear and the motor has trouble spinning the drive up, or it could also be sticksion where the lubricant gets stiff. I solved a similiar problem on a Mac SE/30 with a Quantum 52MB by just mounting the drive upside down. Might work, worth a try.
